The Canadian program has changed many times in recent years. In order to apply immigration to Canada under Immigrant Investor Program, you must have;at least two years of business experience* within five years of applying,a net worth of at least C$1,600,000 that was legally obtained, and be willing and able to make an investment of C$800,000 for five years without interest, have sufficient funds to support yourself (and your dependents, if applicable) after you arrive in Canada, as well as the ability to meet medical and security requirements. UPDATE Feb 2015: Prince Edward Island Provincial Nominee Program (PEIPNP) has just announced that it will begin accepting new files immediately.  The unchanged criteria for the principal applicant must intend to settle in PEI, and invest in a business. There should be a minimum $600,000 CAD net worth (earned by the applicant's own endeavours)-age 21-59-minimum 12 years of education-minimum 2 years of recent management experience-IELTS 4.0 or greater (or French equivalent)
Under the new Canadian Citizenship Rules (Bill C-24) and Tax - henceforth, an applicant will have to be physically present for four years (1,460 days) in a six-year period and for at least 183 days per year in four of the six years. He or she would be required to file Canadian income tax returns, if required under the Income Tax Act.
The Quebec Investor Immigration Program (QIIP) will be reopen on August 31 2015. 
During this opening, Quebec Immigration will receive a maximum of 1,750 applications – maximum of 1,200 from China, including Hong Kong and Macao. All applications must be submitted to Quebec Immigration in Montreal.  The office in Hong Kong will not be accepting applications;The Government processing fee has been increased to $15,000.  The fees should be paid by bank draft drawn on a Canadian bank, and made payable to “Minister of Finance of Quebec”;Any applicants who demonstrate an advanced intermediate knowledge of French can submit their application any time until March 31 2016, and will receive priority processing.  These files will not be included in the above-mentioned 1,750.
